Cabinet of Ministers of Ukraine

Dynamic development of information and telecommunication technologies in Ukraine has an extraordinary impact on development of state power bodies and the country as a whole. New key qualities of work are already entering everyday activities of state bodies.
The top attention of our Department is paid to coordination of issues on application of the State Policy in the state-of-art IT sphere.
During the year, the Department members focused mainly on preparation of normative-legislation acts directed at implementation of modern IT and complex data guarding systems throughout Ukraine.
At the same time, in 2002 formation of the up-to-date telecommunication system of the Government House was completed which, except its key function, became a basis for building and using state-of-the-art digital automatic telephone system. The main commutation center was created concentrating: groups of network administration, back-end service, standard and applied software. The Government House Integrated Telecommunication System project was labeled at the "Telecommunications Development in Modern World" seminar in Monaco as the best project of the year in Europe.
In order to picture precisely the accomplished work, I will give some numbers: in the Government House about 500 kilometers of computer cables have been laid, 18 commutation centers were assembled and programmed. Mind the fact that we were lacking of almost all existing communication systems. Therefore we had to use even metal detectors to search for internal piping and communications.
Simultaneously, Softline Company set to work on development of central automated systems for the Government of Ukraine. Pending rather short time, integration of such subsystems as "Monitoring of Instruction Execution", "Meetings of the Government", "Interaction with the Verkhovna Rada", "Automation of Record Keeping Department Activities", etc. was provided.
Development and deployment of the Unified web-portal of the Cabinet of Ministers of Ukraine became a significant step in "E-government" conception realization. Despite time limitations, the company successfully carried out its skillful development, deployment and support. It gave an opportunity to integrate other web sites of state bodies, and lay the necessary prerequisites for Internet-services provision for citizens.
The above projects realization hiked efficiency of state resolutions, contributed to performing administration reform, creation of attractive investment climate and inflow activation  of international funds into the state economy as well.
In whole, our joint project is a modern international standard of the Government functioning, and its successful realization is of high economic and political benefit for the Secretariat of the Cabinet of Ministers of Ukraine and state executive bodies.

State Employment Center

The State Employment Office of Ukraine (SEOU) has an extended hierarchic framework that evolves 13 thousand employees and consists of:

  • State Employment Center (SEC) – central level;
  • 27 Regional Employment Centers – regional EC, the EC of the Autonomous Republic of Crimea, Kyiv EC, Sevastopol EC - regional level;
  • 648 Base Employment Centers (in corresponding regions including district EC in Kyiv and Sevastopol) – basic level.

Last year in the Employment Centers of Ukraine about 3 million citizens were served.
The State Employment Office has been collaborating with Softline Company since 1998. For that time, a great work on creation of the United information analytical system (UIAS) of the State Employment Office of Ukraine (SEOU) was implemented:

  • Subsystem group "Social services and Fund" of the UIAS SEOU was carried out that realizes regulations of the unified service technology of unemployed population;
  • Subsystem group "Social services and Fund" of the UIAS SEOU was deployed into commercial operation in 22 district (city district) Employment Centers of Zhytomyr region and in Zhytomyr Regional Employment Center;
  • Deployment of the subsystem group "Social services and Fund" of the UIAS SEOU is commenced in other 26 regions of Ukraine;
  • The SEOU Internet-portal is developed (www.dcz.gov.ua);
  • Subsystem "Budgeting of the Employment Office Activities" of the UIAS SEOU is developed which is currently in experimental-pilot operation at the SEC;
  • Subsystem group "Accounting and analytics of financial activity of the SEOU" of the UIAS SEOU is developed and now is being introduced in Zhytomyr Regional EC;
  • Subsystems "Documents Flow" and "E-archive" of the UIAS SEOU are worked out.

The United information analytical system of the State Employment Office of Ukraine is intended for information support and automation of the following technological processes:

  • Servicing the Employment Office clients (both citizens and employers according to the resolution on unified service technology of unemployed population);
  • Creation of unified database of employers and citizens who applied to the SEOU;
  • Statistical surveys and analytical research of the labor market state of Ukraine;
  • Creation and analysis of database of payers to the Fund of Compulsory State Social Insurance of Ukraine, in case of employment, as well as control over receipts into the Fund;
  • Accounting keeping and coordination of fiscal activity of SEOU;
  • Creation, registration and keeping database, as well as analysis and monitoring of document execution.

Ukrainian State Enterprise of Posts (USEP) "Ukrposhta"

USEP "Ukrposhta" and Softline cooperation  started in 1997 with the development and introduction of the  project on accounting and taxation automation at the enterprise.  For that time the automated system "Financial Management" was designed with the following subsystems:

  • Accounting and financial records;
  • Taxation records;
  • Postal services monitoring;
  • Monitoring of banking orders for payments issued by the framework departments;
  • Indicators gathering and analysis system;
  • Registration and keeping of complex services.

All subsystems operate in a united information space of the enterprise.
Softline company software products appreciably improve management of such complex and distributed enterprise as the USEP "Ukrposhta".

Softline Company developed and deployed for the Kiy Avia, JSC the system that provides full automation of record and control over income since the moment an air-ticket is sold to a passenger till settlement with the air-company. Also, there were automated:  profit calculation from air-ticket sales (regarding different conditions of air-companies) and profit calculation from other services rendered by the agency at any time span up to one day accuracy.
Hence:

  • We acquired a possibility of receiving full data at any time about any sold ticket or service in any location in Ukraine and daily summarizing all sales;
  • The process of calculation the air-tickets and services sales profit was significantly lightened;
  • Time for forming all necessary reports for both air-companies and internal needs was reduced.
